Youth Voices strategy – Guŋga’yunga Djamarrkuḻiny (East Arnhem Land Youth Model)

The Guŋga’yunga Djamarrkuḻiny program (East Arnhem Land Youth Model) places young people at the centre of shaping services and systems in their region. The Youth Voice Strategy focused on creating genuine opportunities for Yolŋu young people, program staff and leadership to design and map their perspectives on holistic programs for young people including safety, belonging, education, and pathways, ensuring these insights directly inform program design and delivery.

Through story-based consultations, relational approaches, and feedback processes with staff and community, the work has aimed to make decision-making more responsive and grounded in local knowledge. At its core, this is about strengthening futures by valuing the authority of young people and families, and recognising that lasting change emerges when systems reflect the lived realities and aspirations of the community.

 

City of Darwin Youth Strategy 2022 - 2026

Creative Accomplice was engaged by the City of Darwin as consultant and lead writer to develop the Youth Strategy 2022–2026. The strategy was co-presented by members of the Youth Advisory Committee, who played an active role in shaping its priorities and direction.

Our role involved facilitating consultation with young people, families, and community stakeholders, and working closely with Council staff to translate these insights into a clear and actionable strategy.

The final strategy sets out four priority areas:

  • Everyone Belongs – creating an inclusive city where diversity is celebrated.

  • Safe and Supported – ensuring young people feel safe and have access to the support they need.

  • Creating Pathways – fostering opportunities for education, employment, training, and personal growth.

  • Working Together – strengthening collaboration between young people, families, community, and Council.

The strategy now drives Council’s work with young people, consolidating the strengths of the previous youth strategy while responding to the emerging needs and aspirations of Darwin’s youth.

 

Darwin Youth Services Mapping

Creative Accomplice was engaged to lead the Darwin Youth Services Mapping, a resource developed through consultation with the City of Darwin and the local youth services sector. This project involved surveying service providers, gathering data from organisation websites and existing materials, and building a comprehensive, searchable database of youth programs and services in the Darwin Municipality.

The goal is to support stronger collaboration across the sector, help identify gaps in services, and provide a clear view of what is available to young people in Darwin. The resulting tool allows users to filter programs by age range or category, browse full listings, download or copy the data, and stay updated as the resource is revised.

yOUTH POLICY ADVISOR WITH AADANT (ASSOCIATION OF ALCOHOL AND OTHER DRUG AGENCIES NT)

This NT-wide project supported the development of a stronger, more connected youth sector response to alcohol and other drugs (AOD) and volatile substance use (VSU) across Darwin, Katherine, Tennant Creek, and Alice Springs. The work focused on holistic, place-based care models, recognising the need for culturally safe, relational approaches that respond to the distinct realities in each region.

A series of youth forums and sector workshops were held to build region-specific networks, encourage cross-sector collaboration, and inform future planning. Central to the work was the elevation of remote community voices, including the production and sharing of films made by young people about how to work effectively in their spaces.

The project also delivered a Northern Territory youth services directory and developed a range of practical resources for workers and organisations engaged in AOD and VSU support with young people.
